TITLE IX – Sexual Discrimination / Harassment / Misconduct / Assault
Schreiner University is committed to maintaining a learning environment that is free from inappropriate conduct based on gender. As required by Title IX, the University does not discriminate on the basis of sex in its education programs and activities, and it encourages any student or employee who thinks that he or she has been subjected to sex discrimination, sexual harassment (including sexual violence) or sexual misconduct by another student, member of the faculty or staff, or campus visitor or contractor, to immediately report the incident to any of the individuals or offices listed below.
Where to Report
Students, employees, faculty, campus visitors and contractors may directly report incidents of sex discrimination, sexual harassment (including sexual violence) and sexual misconduct to any of the Title IX coordinators listed below.

Referral Responsibility
Any member of the University community may report incidents of sex discrimination and sexual harassment to either the Office of the Dean of Students, the Director of Human Resource Services, or the Director of Campus Security. Where a supervisor, administrator or University official is concerned about the conduct of a particular University employee, but no specific complaint has been made, such concerns may be forwarded to the Office of the Dean of Students, the Director of Human Resource Services and the Director of Campus Security, as appropriate, for discussion and potential investigation. Refer also to Schreiner University’s Harassment in the Workplace Policy.
For immediate assistance, also consider contacting the Kerrville Rape Crisis Center at 830-257-2400, the University Campus Security office at Security Office 830-739-1111 (non- emergency), or 911 (emergency).
Students may also contact the U.S. Department of Education, Office for Civil Rights to complain of sex discrimination or sexual harassment including sexual violence; see: http://www.hhs.gov/ocr/civilrights/complaints/
Students who wish to report confidentially the details of an incident of sexual harassment/misconduct may speak with the on-campus counselor or the campus minister.

Training
The Title IX Rule, that became effective August 14, 2020, provides in 34 CFR §106.45(b)(1)(iii), that a recipient must ensure that Title IX personnel (e.g., Title IX Coordinators, investigators, decision-makers, and any person who facilitates an informal resolution process) receive training on:
- Title IX’s definition of “sexual harassment;”
- The scope of the school’s education program or activity;
- How to conduct an investigation and grievance process;
- How to serve impartially, including by avoiding prejudgment of the facts at issue; and
- How to avoid conflicts of interest and bias.
It also mandates that decision-makers must receive training on:
- Technology to be used at a live hearing;
- Issues of relevance of questions and evidence, including when questions and evidence about a complainant’s sexual predisposition or prior sexual behavior are not relevant; and
- Issues of relevance to create an investigative report that fairly summarizes relevant evidence.
