TIHRR focuses on establishing its foundation by standing up governance, launching the Flood Risk & Intelligence Lab, developing baseline flood scenarios, conducting pilot tabletop exercises, initiating partnerships, and securing initial grant funding.
Year two emphasizes expansion and integration by scaling training across jurisdictions, increasing scenario complexity, deploying GIS-based decision-support tools, strengthening partnerships, and growing research and funding capacity.
TIHRR moves into institutionalization and leadership, establishing recurring training programs, publishing research and best practices, expanding funding streams, and positioning itself as a recognized authority in hazard risk and readiness.
